FAO Inventory of ICT for One Health
Mandatory Baseline
Inclusion Criteria
To be eligible for inclusion in the inventory, an ICT tool must fulfill the following qualifying criteria:
- Open Access: Available for non-profit use by country-level users, featuring clear licensing and non-restrictive terms for use and maintenance.
- Trusted origin & governance: Developed by Quadripartite partners or non-profit entities (NGOs, governments, academic/research institutions). Proprietary or private tools are only considered if they are entirely free for non-profit use, particularly in Low- and Middle-Income Countries (LMICs).
- One Health relevance: Directly addresses or supports one or more of the core ICT categories within the human, animal, plant, or environmental health sectors.
- Interoperability & Data Standards: Supports seamless data exchange (via APIs, robust import/export functions), utilizes standard data formats, and enables cross-sector integration. Tools can be inherently cross-sectoral or single-sector with a proven pathway for interoperability.
- Digital education & knowledge sharing: Facilitates multi-sectoral understanding, breaking down professional silos to foster cross-disciplinary learning.
- Contextual applicability: Explicitly designed or suited for practical implementation at both national and sub-national levels.
- Low-resource compatibility: Resilient and fully functional in low-bandwidth or offline environments, requiring minimal underlying infrastructure.
- Evidence of use: Backed by a demonstrated track record of implementation, active field deployment, or successful pilot testing in real-world One Health contexts.

Merit Criteria
Merit criteria capture the advanced capabilities that enable a tool to support a wider range of countries, hazards, and integrated One Health functions.
- Free or low cost: Ideally free for usage or minimal and reasonable deployment costs.
- Multi-data & functional capacity: Handles diverse data streams and supports complex, integrated operational functions across multiple health domains.
- Cross-issue applicability: Versatile enough to be applied across various hazards, sectors, and unique institutional use cases.
- Open-source & customization flexibility: Provides publicly available source code and adaptable modules, granting users complete freedom from vendor lock-in.
- Data governance, standards & security: Strictly aligns with international security standards and ethical data principles, ensuring robust data protection and granting governments full data ownership and sovereignty.
- Scalability & adaptability: Seamlessly expands across different geographic tiers and easily adapts to diverse communication and infrastructure contexts.
- Accessibility & multi-user reach: Offers multi-user access controls, multi-language support, and highly customizable user interfaces.
- Technical support & sustainability: Backed by reliable, long-term technical maintenance and structured for long-term financial affordability, particularly in resource-constrained settings.
